Minutes of the Parish Council Meeting
held on 23 November 2015

 

  1. PRESENT: Cllrs Eric Pelter, Stuart Close, Barbara Atkinson, Colin Hall, Ted Lawson, 2 members of the public and the Clerk Gillian Hodgson. Apologies from City Cllr Peter Williamson.

  2. Minutes of the Parish Council meeting 28th September 2015 were read and signed as a true record by Cllr Pelter.

  3. Clerk's Report (matters arising): Letter of thanks to Barbara Dale for judging the Annual Gardening Competition. Outline planning for development of 17 dwellings on land at Mackereth's farm. Cllrs proposed to submitting Parish Council agendas and minutes on the Village and City Council website.

  4. PACT

  5. FINANCE
    Cllrs agreed on cheques payable to Post Office Ltd PAYE HMRC £62.40; Clerk's expenses - photocopying Feb to Nov £76.00. Clerk's wages £250 paid by standing order 6.10.15
    Donation cheque for British Legion Remembrance Sunday wreath-no invoice received yet, to defer to next meeting.

  6. PLANNING
    15/00876/FUL Installation of arrays of 2.7 metre high PV panels, underground cabling, inverter and transformer cabinets, control room, 2 metre high deer proof fencing and CCTV mounted on 3.5 metre high masts, together with construction of internal access roads to form a solar farm for Mr Alexander Miejimolie, Delta Solar OPDE, land north of Saddler Nook Lane, Whittington. Permission granted with conditions 15/0163/TCA Notice of intention to carry out works to trees fell 1 ash for Mrs T Fell-Williams, 4 Manor Farm, Whittington, LA6 2NU

  7. Correspondence received & discussed: LALC next meeting 30th Nov Civic Hall, Carnforth; Lancashire County Council Environment Bulletin October 2015. Clerks & Councils Direct newsletter issue 102; War Memorials Trust Bulletin No 67.

  8. Business introduced by Councillors
    Lancashire County Council Parish Based Public Transport Scheme consultation comments before end of December 2015. LCC subsidies are to be removed from local bus services 81A and 81B from April 2016. Consultation on LCC supporting a community bus service comments to [email protected] . Cllrs proposed public meetings in Whittington Village Hall Wednesday 2nd December at the coffee morning from 11:00am and an evening meeting at 7:30pm. Notification of this meeting to Whittington, Arkholme and Gressingham parishioners to discuss options.

    Cllrs discussed the difficulty of lack of parking facilities in the village, particularly for visitors or those with multiple vehicles in their household and the impact on designated parking bays.

    Cllrs proposed to hold winter meetings starting at 7:00pm and summer meetings starting at 7:30pm
