held on 3 March 2015

 

  1. PRESENT:

  2. PACT REPORT. The link to local crime figures online www.police.uk Lancashire Constabulary, Upper Lune Valley, enter your postcode. . No crimnes were reported in December 2014. There was 1 crimes reported during January January on or near Hosticle Lane which may be related to a crime from summer 2014. PC Head is moving to Morecambe town centre, PC 3573 Rob Barnsley will become Community Beat Manager following paternity leave.

  3. MINUTES. Minutes of the Parish Council meeting 6th January 2014 were read and signed as a true record by Cllr Pelter.

  4. MATTERS ARISING.(Clerks Report):
    Clerk registered as key contact regarding enrolment into pensions system prior to staging date 1st Feb 2016 - employees earning under £481 per month have right to opt out of pension scheme.
    Community Right to Register community asset Dragon's Head Public House.
    Township Quarry - a substantial amount of tipped stone has appeared from unknown origins. Cllrs agreed to try to find out who placed it there, and why, and to dispose of it accordingly.
    AGM/Annual Parishioners meeting date 26th May. Precept form resubmitted following error.

  5. FINANCES. PAYE to HMRC Ltd, S137 request from Wagtail magazine declined. Cllrs propose advertising be reinstated as there appears to be great interest from previous advertisers.
    S137 request from Whittington broadband volunteers for piping, etc Invoice 125 agreed by Cllrs cheque 469 £175.90.
    PAYE to HMRC Ltd, cheque 467 Post Office Ltd £62.40 for 5th May (for May, June, July)
    Clerk's expenses claim £43.16 (postage £6.36 & photocopying £36.80 agreed by Cllrs cheque 468

  6. PLANNING: 15/00001/REF Erection of a 80 metre high wind turbine from ground to blade tip, transformer, substation, temporary construction area, new access track and alterations to existing access arrangements for Mr James Hopkins, Sunny Bank Farm, Kikrby Lonsdale Road, Arkholme, LA6 1BG This appeal is against a refusal of planning permission , comments by 13th March.

  7. CORRESPONDENCE: Received & discussed.
    LALC Future meeting dates; 30th March Carnforth Civic Hall; 1st June Melling Institute
    NALC Briefing L05 23rd Dec Transparency code for Parish Councils with an annual turnover not exceeding £25,000 Agendas and Minutes published according to regulations. Lancaster City Council to publish Parish Council minutes on their website in near future.

  8. BUSINESS INTRODUCED BY COUNCILLORS: Burrow Mill Lane bridleway near Low Hall and towards the United Utilities facility reported in a bad state of repair Ref: 33977 and Highway near Docker Hall Cottages flooded by blocked drain reported Ref: 33979 still awaiting attention.
    ELECTION 7th May 2015 Whittington Village Hall for Parliament, City Councillors and Parish Councillors. Remember to register your right to vote. Please contact the clerk for further information if you would like to be nominated as a member of the parish council.
