PACT Annual Police Report. Owing to continuing difficulties with transport it has not been possible to attend the PACT coffee morning for some time.

CHAIRS REPORT. Once again I would like to thank the Councillors, for their support over the past year. I would also like to thank Gillian for keeping all in order.
Police Report Crime has been down over the last year.
Railings We have not done much painting during the last year. The Parish Council will have to pay for the paint in the future.
Resurfacing The road has been resurfaced from Low Hall to Loyne Park. All pot holes have been repaired at Docker.
Donations The Parish Council has donated to The Wagtail Playgroup, Brownies, Air Ambulance, £40 to The Poppy Appeal and £180 for the Floral Competition.
Precept. This was set to the same amount as last year. There has been an increase in the Council Tax of 4.3%. I contacted the Council Tax Department of the City Council and was told the increase was due to the amount of empty properties. I was told if people had concerns they should ring The Council who would explain it to them.
War Memorial Councillor Hall had found someone to clean this at a cost of £50 to the Parish Council. It looks much cleaner and tidier.
Dog Fouling This still continues despite notices being displayed and asking people to clean up the faeces left by their pet. I think the only thing to stop this is a fixed penalty fine of £80 if the dog owner or person responsible for the dog, fails to pick up faeces left by the animal. If anyone sees this it must be reported to the Parish Council or the Police. This is an offence and should be dealt with as such.
William Sturgeon The picture and replica of the electromagnet are now on display in the Village Hall in a glass cabinet paid for by the Parish Council at a cost of £170.
Broadband B4RN and British Telecom Superfast Broadband have both given presentations in the Village Hall regarding this new system.
Bus Service The removal of the bus service on bank holidays and Sundays will happen and will be given reconsideration over the next year.

CLERKS REPORT. The closing balance in the current account at the end of March 2014 is £639.33 (sheet 244).
The bank reconciliation shows a true balance of £569.33.
The closing balance in the Bonus Saver Account at the end of February 2014 is £1,135.95 which includes an annual interest of £9.48 (sheet 41).
Precept received from Lancaster City Council of £3,900.00. Some confusion over original precept request made regarding the grant structure now in operation, which was not deducted from the forecast spending and was therefore included on top of the initial request.
The accounts have been internally audited by Anne Pettifor on 13th May 2014.
The accounts are due to be accounted externally by BDO Stoy Hayward by 30th June 2014.
The Annual Return, cash book, deeds, contracts, bills, vouchers and receipts relating to the accounts will be available for inspection and to make copies by request from the 1st July to the 26th July 2014 as required by regulations.

ELECTION OF CHAIR AND VICE-CHAIR PERSONS. Eric Pelter was proposed as Chairperson by Cllr Atkinson and seconded by Cllr Close. Cllr Pelter agreed to remain as Chairperson for 2014/15.
Stuart Close was proposed as Vice Chairperson by Cllr Hall and seconded by Cllr Lawson. Cllr Close agreed to remain as Vice-Chair for 2014/15.

FINANCES. Cllrs agreed to annual Grazing Rights of £50.00 Cllrs agreed to increase annual Shooting Rights to £200.00 Cllrs agreed to Clerk's annual salary of £1,200.

DECLERATIONS: Declarations of Acceptance of Office were completed by all Cllrs. There were no changes to Register of Interests to be completed. Code of Conduct forms were completed. Disposable Pecuniary Interests form voluntarily completed until May 2015.

RISK ASSESMENT: Valuation of assets, street furniture, trophies were updated as agreed by Cllrs. Annual insurance and fidelity guarantee agreed by Cllrs.
