Minutes of the Parish Council Meeting
held on 08 May 2012

  2. MINUTES. Minutes of the Parish Council meeting on 6th March were read and signed as a true record by Cllr Pelter.

  3. MATTERS ARISING. Matters Arising: Van parked on pavement has been dealt with.

  4. POLICE REPORT. for March-April 2012 Crimes:There were no crimes reported in March and April.
    Annual Report 01.04.11-31.03.12 : There were 7 crimes reported in the year as follows: burglary in dwelling - 2 (1 detected); theft from vehicle - 2 (undetected); other theft - 2(undetected); burglary other than dwelling - 1(undetected).
    Incidents(Mar-Apr 12). On 31 Mar, a young girl reported missing by father, found in Cumbria less than 2 hrs later,safe and well. On 7th April, the police operation for Whittington Races. On 13th April, a house alarm went off in Newton. This proved to be accidental.

  5. CORRESPONDENCE. Clerks and Council Direct March & April newsletter and LCR/NALC Spring update. LCC Mayors Sunday Service. Windturbine e-petition 22958 to stop turbine development from David Ramsbottom was not considered a Parish Council item. Community Payback Team to request litter picking volunteers. Proposed Dog Control Orders consultation Cllrs in agreement with proposals. LALC March newsletter and agenda of meeting 26th March and minutes of meeting 23rd January. Future dates of meetings: 28th May at Melling, 23rd July at Millhead, 24th September at Whittington, 26th November at Galgate Neighbourhood Planning: NALC booklet and an offer of a free evening training seminar with Kirkwells. Post Office notification of local offices and opening times, proposal to hold a weekly post office in Whittington Village Hall Thursday afternoon, to be confirmed.

  6. FINANCES. Cllrs agreed with Invoice 195 from Mike Harper for painting black railings due £426.00. AON insurance due 1st June ££381.36 agreed by Cllrs. Annual external audit BDO Stoy Hayward and Governance statement completed and agreed by Cllrs. Internal audit and Statement of accounts agreed by Cllrs. Transfer £1,000.00 from Bonus Saver account to Current account. Clerk's standing order to be temporarily suspended in order to work out National Insurance contributions.

  7. PLANNING: 11/008417/FUL Appeal lodged. 12/00003/HAS APP/A2335/D/11/2167801 Beechwood, 2 Lane Foot Farm, Newton Appeal allowed

  8. OTHER MATTERS. Cllrs agreed to use fliers to remind Parishioners of upcoming Floral competition to be judged in early August, 3 classes - front gardens, window boxes, hanging baskets and tubs; prizes 1st £30, 2nd £20, 3rd £10, 2 silver cups awarded to "best of the best" presented at the Harvest Supper. Cllr Pelter reported that no Parishioners attended Parish meeting 24th April 2012 suggestions for further meetings to be considered to encourage Parishioners to attend. Beacon on Sellet Hall hill registred, to be lit between 10 - 10.30pm on Monday 4th June 2012. Flooding at corner at entrance to village on B6254 from newton requires attention immediately, problem has been reported to City and County Council on numerous occasions, Cllr Close proposed to arrange a meeting at Hampson House to discuss it.

    The next meeting will on Tuesday 3rd July 7.30pm in Whittington Village Hall.
