Minutes of the Parish Council Meeting
held on 06 March 2012

 

  1. PRESENT:

  2. PACT. Nov/Dec Crime; Break-in reported on 31st Dec, investigation ongoing. Incidents; 8th Dec local farmer reported hurdles from unknown origin on his land, suspicion of thwarted attempt to steal sheep. 18th Dec cows and bull reported on the highway. During the first two weeks of January a joint operation on rural overnight crime by Lancashire, North Yorkshire and Cumbria constabulary undertaken.

  3. MINUTES. Of the Parish Council meeting on 3rd January were signed by Cllr Pelter as a true record.

  4. MATTERS ARISING. Activities at the Chestnuts Environment Agency reply correspondence regarding recent visit to the property. Potholes and grid cleaning at Docker ENV237198, Newton flooding ENV237200, 4 blocked gullies at Low Hall ENV237199, Hostickle Lane/Church Street flooding ENV237201. Confirmation from Cumbria County Council regarding no proposal, at present, for a weight restriction Low Biggins. Pavements around the village now appear not to be blocked by parked vehicles.

  5. CORRESPONDENCE. Craven Rail magazine for SELRAP (S137 donation request). LALC agenda 23rd Jan at Carnforth Civic Hall and minutes of meeting 28th Nov at Whittington Village Hall and The Big Jubilee Lunch. NALC E07-11 Repeal of Local Government (Discretionary Payments) Regs 1996. C05-11 The Queens Diamond Jubilee propose to light beacons/bonfires between 10.00 - 10.30pm, Cllrs propose to prepare a bonfire near Sellet Mill, Whittington. Lancaster City Council Standards Committee agenda. Cumbria County Council Town & Country Planning Regulations and Cumbria Minerals & Waste Development Framework.

  6. FINANCES. . Status of accounts Current account to 9.1.12 £1, 099.79; Bonus Saver Account to 24.2.12 £2,113,58.
    Invoice received from Buttonholes, flowers for retiring clerk £25.00; Precept request made £2,800.00; S137 donation requests received from North West Air Ambulance and Arkholme Brownies. Cllrs agreed to donate £300 to North West Air Ambulance; £75 to Arkholme Brownies; £150 to Wagtail Playgroup; £40 to The Poppy Appeal. Standing order and tax for the Clerk NALC PAYE notification. Cllrs agreed to LALC annual subs £78.94; Cheque £150.00 received from Davis & Bowring regarding Annual Shooting Rights.

  7. PLANNING11/008417/FUL Appeal lodged 12/00003/HAS APP/A2335/D/11/2167801 Beechwood, 2 Lane Foot Farm, Newton; Whittington Farm correspondance from architect regarding possible proposal to change of use of land.

  8. OTHER MATTERS. Lancashire Best Kept Village Competition. Entry fee £12 - 2001 census 359 population Small Village Class, Cllrs agreed not to enter this year. NALC private Email accounts.

    The next meeting will be the Parish Assembly on Tuesday 24th April 7.30pm in Whittington Village Hall. All Parishioners are invited to participate in this meeting.
