MINUTES of the AGM held on 5th July were agreed and signed.

POLICE REPORT. Hoover reported two thefts in Newton during July, one of items from a car and the other of red diesel from a JCB.
During a burglary in Whittington in August jewellery and a dog were taken. The dog was later found in Bolton and was returned. The police are making progress in their enquiries.
Several residents throughout the village have complained about the activity with vehicles at an address in the village. It seems that work is done and the vehicles driven round the village at speed, causing nuisance. Vehicles have been noted on the road without number plates and parked at the village hall without tax discs displayed. PCSO Hoover is aware that there is a problem and asks residents to inform the police immediately of any problem, with vehicle licence plate number and as much detail as possible. Clerk instructed to write to the planning authority concerning the possibility that a repair business is being run from a residential property.

MATTERS ARISING. Mike Harper reported to the clerk that some sight railings will soon need replacing. Highways have noted this and will replace them with post and rail fencing when necessary. Cllr. Lawson will monitor the section in question.
Judging the Floral Competition is complete.
Cllrs. discussed the replacement for the parish clerk and decided to appoint Ms.Gillian Hodgson, an experienced clerk.
The owners who allow their dogs to foul the village continue to do so, much to the annoyance of residents and risk to health. The Police can and will take action if residents report incidents with time etc.

CORRESPONDENCE Various items had been circulated. The clerk was instructed to write in support of Lancaster City Council's objection to the erection of 13 wind turbines on Claughton Moor.
A letter had been received from E.ON explaining reasons for not going ahead with their proposal for erection of 9 wind turbines at Longfield Tarn.

FINANCES The Current Acc. stands at £2104.70. Bonus Saver Acc. at £2100.30
Cheques signed at the meeting; Ch. No.379 to BDO LLB for £60.00 Annual Audit, Ch.No.380 to Cash for £180.00 Floral Comp. prize money.
The Council approved and accepted the Annual Audit and Auditor's report.
Clerk's PAYE : No reply received from HMRC to letter requesting clarification sent by clerk on 14th July. Clerk pursued the matter by telephone as well, still receiving conflicting advice.
Eventually it was established that no clerk may be self employed, the Parish Council must register as an employer and manage clerk's PAYE and NIC. Clerk to proceed with this.

OTHER MATTERS.
Cllr. Pelter reported on the Parish Council Event at Lancaster Town Hall; the meeting had centred on housing. 400 new dwellings are scheduled to be built in the Lune Valley on both brown and green field sites. There was discussion of the proposed changes to the planning law.
Cllr. Hall had found the course for new councillors enlightening and instructive.
