POLICE REPORT. A written record will be forwarded. PC.4081 Linda Head is confirmed as the new Community Beat Manager.

MATTERS ARISING. The strimmer has not yet been serviced; servicing takes 2 weeks and the machine is in frequent use. It will be serviced in the autumn.
The gate at the Quarry is ready for treating.
Mike Harper has contacted Cllr. Lawson and collected paint to continue with the sight railings. None seem to have been painted yet. Clerk to contact him re progress.
Clerk had acquired the free Part II Revised Standing Orders. The Council deemed these sufficient for its purpose.
Cllr. Close reported the Annual Floral Competition to be in hand. Judging will begin later in July.

CORRESPONDENCE Various items had been circulated.
Cllrs. Close and Pelter will attend the Parish Council Event in Lancaster Town hall to introduce the Development Plan Documents that will establish the Local Development Framework for the district.
The Council instructed the clerk to add its support to Leiston-cum-Sizewell Council's proposal that 'Major developers be urged, as a matter of planning development, to;
i) Attend council meeting to answer questions about their application, if the council so wishes.
ii) Provide resources(if the council so wishes) to enable the council to assess the application, which may be up to 1000 pages long, based on a professional critique of their evidence.
Flooding at Low Hall corner; Graham Williams forwarded email to Highways on his concern about the dangerous flooding on this blind bend. Clerk included PCSO Hoover and asked whether Police flood warning notices could be put in place after heavy rain. This would be dependant on the availability of notices and officers to place them. Clerk and PCSO Hoover made representation to the appropriate offices about their concerns. Mr Williams has received notice that the Drainage Design Team is investigating the soak away with a view to its replacement.
The clerk's intention to retire on 31st December was confirmed in writing.

Cllr. Close proposed a donation be made towards the maintenance of the Church bells. The Council agreed a sum of £60.00. Ch. No. 378 signed at the meeting.
Correction was made to the Annual Audit Return and signed by the Chair and Clerk.
The clerk reported on the advice received concerning the changes introduced by HMRC concerning PAYE. The advice being that the Council must register as an employer and administer PAYE. This conflicted with advice received by a neighbouring clerk. Clerk instructed to seek further clarification and an accountant will be consulted, at no cost to the council. The council instructed the clerk to take whatever steps necessary following this, after consultation with the Chair.

OTHER MATTERS.
Whittington Races - the possibility of the meeting continuing in Whittington is still being considered by the National Hunt Authority.
Dog fouling in the churchyard and along the long footpath to South Lodge presents a health hazard, particularly to small children. Faeces in the long grass at one side of the path are not noticed by children who then run the risk of infection by parasites carried by any dog, even those regularly dosed. The parasite can cause blindness. The volunteers who strim the churchyard are also spattered with scattered faeces. Most dog owners clean up after their pets but the council and the police are determined to ensure that those who don't are sought out. The possibility of placing a camera to detect the antisocial owners is being pursued.
Cllr. Close reported the potholes in Docker remain unpatched. Clerk to contact Highways again.
