The elected councillors signed the Declaration of Acceptance of Office.

Cllr. Pelter was elected Chairman for the coming year, Cllr. Close elected Vice Chairman. Both signed their acceptance.

MINUTES of the meeting of 1st March were agreed and signed.

POLICE REPORT.
PCSO Hoover gave the report for 2010-2011: 4 crimes of theft and 3 of damage. In April 2 crimes were committed in the parish, the theft of some digger buckets from Newton and the
attempted theft of a cattle trailer.
The Police will continue to attend the coffee morning on the first Wednesday of each month where they are happy to talk to parishioners.

The councillors completed the Notification of Personal Interests.

MATTERS ARISING. Cllr. Pelter had investigated the possibilities for servicing the strimmer. Since it is still under guarantee it was decided to pay £25.00
extra for service by a Honda agent at this time.
Cllrs. Close and Lawson offered to erect a new post at the gate to the Town Quarry.

CORRESPONDENCE Items had been circulated, several by email.
Cllrs. Atkinson and Lawson expressed interest in some training courses offered.
Clerk to follow up information on the updated book on standing orders.
Received - Notice of Order for the Diversion of Public Footpath No.18 Whittington Lancaster City - Public Path Diversion Order 2011. Details posted on the notice board.

FINANCES The clerk presented the Annual Statement of Accounts which showed a balance of £871.21 to carry forward with £2 100.30 in the savings account
The annual statement was agreed and signed by the Chairman.
The Council agreed the Statement of Accounts (S1) and completed the Annual Governance Statement (S2) for the National Audit and revalued the assets held. The risk assessment
provisions were also reviewed and found acceptable.
On 10th May the Current Acc. stood at £3671.28, the Bonus Savings Acc. at £2100.20

Paid since the last meeting SO £250.00 - Clerk's salary.
Cheques authorised at the meeting: Ch. No. 00373 £84.37 to LALC - affiliation fees. Ch. No. 00374 £380.88 to Aon Ltd. Annual Insurance, Ch. No. 00375 £1000.00 to
Whittington Village Hall - donation agreed by the council to the cost of new chairs.
The clerk informed the council of a new ruling by HMRC that councils must register as employers (via the clerk) and clerks be registered for PAYE. They should not be self employed. No
guidance received yet from tax offices and LALC is seeking clarification and will advise clerks.
Paperwork for the new mandate for signatories at the bank was completed and approved by the council

OTHER MATTERS.
Cllr. Pelter expressed his disappointment at the complete lack of parishioners at the Annual Parish Assembly.
The Annual floral competition will take place as usual this year. Cllr. Close will arrange the judging again.
Cllr. Close reported that workmen arrived in Docker to mow a green under the new mowing system. Although a green area appears on the county map supplied it does not exist. Clerk to
liaise with appropriate authority.
Tribute was paid to the long service given to Whittington Parish Council by Gerald Hodgson who retired at the election after more than 40 years a councillor. After discussion it was
proposed and agreed to ask that a quarter peal be rung on the church bells to celebrate his contribution to village life.
