Minutes of the Parish Council Meeting
held on 02 November 2010

 

  1. PRESENT:
    Cllrs. B. Atkinson

    APOLOGIES there were no apologies.

  2. MINUTES of the meeting of 7th September were agreed and signed.

  3. POLICE REPORT. PCSO Hoover reported no crimes committed in the parish since the last meeting. Crime in the Lancaster area continues to fall annually.

    Poaching continues to be a problem in the district and the police and landowners are working together to try to stop this. Reports of suspicious activity are helpful and a description of a vehicle with even part of its registration number will help police to trace it and eliminate it from enquiry or otherwise.

    The current financial cutbacks mean that PCSO numbers will at least be cut in January so it is unlikely that they will attend Parish Council meetings in future on a regular basis nor be able to keep up the regular village visits that they and the regular police officers have instigated. The council expressed concern at the situation and sympathy with those likely to lose jobs.

  4. MATTERS ARISING. There were no matters arising.

  5. CORRESPONDENCE Various items had been circulated.

    Received by email - documents and notes concerning Lancaster planning and housing policy rural consultation. This 21 page questionnaire was dealt with at the end of the meeting.

  6. FINANCES The current account stands at £1751.28 and the Bonus Savings account at £2087.10.
    Paid since the last meeting: £250 by standing order, clerk's salary.

    Cheques authorised at the meeting; No. 369 £40.00 to Royal British Legion Poppy Appeal, donation for wreath for Remembrance Day.

    The council considered and approved the half yearly budget.

    Councillor Hodgson raised the question of whether to have the new strimmer serviced, gaining a 5 year warranty. It was agreed that he should ask for a quote from Armstrong's with a view to taking up the offer.

  7. PLANNING

    Proposal.       Erection of detached garage and garden shed.

    Proposal.       FErection of an agricultural building

    Site Address   High House Farm. Hutton Roof Rd. Whittington, Carnforth LA6 2NR
    Councillors have concerns about water which already runs onto the road from the proposed site. This freezes in winter creating a hazard. The clerk has contacted the Planning Advice Team asking that the matter be addressed before the proposed development goes ahead.

    Application No. 10/00022/FUL Appeal by: Community Windpower Ltd
    Appeal description: Renewable energy project comprising the erection of 20 wind turbine generators, each with a maximum height of 116.5 m, together with associated access track, hard standing areas, control and substation building, borrow pits, meteorological mast and temporary construction and site storage compounds on Claughton Moor and Whit Moor near Lancaster.

  8. OTHER MATTERS.
    Cllr. Hodgson reported on the LALC meeting on 27th September where widespread proposed budget cuts were discussed. Cllr. Atkinson will accompany him to the next meeting on 22 November.

    Cllr. Atkinson will lay the wreath on behalf of the Parish Council at the Remembrance Day Service on 14th November.

    Several other matters were raised; clerk will contact Highways Dept. re the bridge at Docker that remains unrepaired as well as a broken wall in Newton where the Council stores road chippings. Landowners will be contacted re a dead tree, untrimmed hedges and dumping of grass cuttings on Hosticle Lane.

    Councillors then completed the Rural Housing policy questionnaire.

  9. FUTURE MEETING DATES:
    The next meeting will be on Tuesday 4th January 2011 at 8pm.
