Minutes of the Parish Council Meeting
held on 07 September 2010

 

  1. PRESENT:
    Cllrs. B. Atkinson

    APOLOGIES received from PCSO A. Hoover.

  2. MINUTES of the AGM on 6th July were agreed and signed.

  3. POLICE REPORT. The report noted damage to an aerial dryer on 9th July when a vehicle drove onto private property, reversed into it and drove off.

    Damage was caused to two vehicles at 2.15am on 24th July. This was a tit for tat incident and has been dealt with.

  4. MATTERS ARISING. Cllr. Pelter welcomed Mrs Atkinson to the Parish Council.

    The gate at town Quarry will be repaired by Cllr. Close who will fit a new strap. The gate will then be cleaned and painted with a suitable preservative.

    The AGM date for 2011 was confirmed as 10th May. Thanks go to the Village Hall Committee for exchanging dates.

  5. CORRESPONDENCE Various items had been circulated.

    Notes from LALC received on the internal audit. This was discussed and the Council agreed that Mrs Anne Pettifor was competent and had sufficient organisational independence and status to undertake this role as specified.

    Received by email - documents and notes concerning consultation re Government proposal to demand a local referendum to confirm any excessive increase in a council's precept. The clerk was instructed to respond asking for a definition of 'excessive' and expressing dissatisfaction with the consultation period; six weeks from the end of July to 10th September when most councils do not meet and many councillors are away. A referendum is expected to cost £1 - £2 per parishioner which would equate to approximately 10% rise in our precept (£330.00). Unless there is built in differentiation between small and large councils small parishes would be burdened with extra cost to raise small sums. The Council suggested that the Annual Parish Assembly should be the forum for debate and voting on increases coming under any new legislation.

  6. FINANCES 984. FINANCES. The current account stands at £2,576.03 and the Bonus Savings account at £2,087.10.

    Cheques paid since the last meeting; No. 365 £5.02 to Cllr Hodgson for petrol for strimmer, No. 366. £58.75 to BDO LLP for national audit.

    Signed at the meeting; No. 367 £336.00 to Mike Harker for painting sight railings. No.368 £180.00 to Cash for prize money for Annual Floral competition.

    The Annual Auditors return was discussed and adopted and will be displayed on the notice board as required.

  7. PLANNING

  8. OTHER MATTERS.
    Cllr. Hodgson reported on the Lancaster Area Committee meeting on 26th July. There is an initiative in the Ribble Valley area to coordinate the activities of Councils and Village Halls etc. to exchange information and work together. Cllr. Hodgson will receive details of progress. The Council expressed interest in such a scheme. At the meeting Cllr. Hodgson had enquired whether other parish council meetings were attended regularly by City and County councillors and received an answer in the affirmative.

    The clerk instructed to write to Mr Chris.Benson to thank him for judging the Floral Competition.

    The Council will lay a wreath on remembrance Sunday as usual. Clerk to order it
