THE MINUTES of the last meeting were agreed and signed.
POLICE REPORT: PCSO Hoover reported no crimes in the parish since the last meeting but warned of caravan thefts in the area.
She also alerted the council to a telephone scam where the caller pretends to be BT and asks for bank details to arrange immediate payment of an overdue account.
The new Farmwatch scheme is progressing; further information can be obtained by contacting PC Humphrey or PSCO Hoover. (Contact details on the notice board or in Wagtail)
MATTERS ARISING: The roadside weeds have been sprayed and gullies sucked out.
Proposed cycle/footway: the clerk is advised that the length (approx. 2 miles) and the numbers likely to use it, given the population of the village, probably make it unjustifiably expensive. However, if the land could be acquired it might be considered by the County Council. The Parish Council will approach the landowners along the route. A strip 2 or 3 metres wide is needed.The clerk now holds a map showing the sewage system in Whittington village.
Geraldine Smith MP had telephoned with apologies but will attend the meeting in January.
CORRESPONDENCE: Various items received and noted.
The council agreed to adopt the publication scheme document proposed by the Information Commissioner's Office and to complete the template Guide to Information held by the Parish Council under the Freedom of Information Act. The guide will be available as required from 1st January 2009.
Two consultation documents, 'The Making and Enforcement of Byelaws' and 'Codes of Conduct for local Authority Members and Employees' were circulated.
FINANCES: Current Acc. £675.24; Bonus savings Acc. £3036.98.
Payments agreed since the last meeting;
Ch. No. 000340, £250.00 (Clerk's salary)
Ch. No. 000341, £58.75 to BDO Stoy Hayward LLB (Fees for national audit).
The Council agreed that the clerk's salary be paid by standing order in future.
The returned Annual Audit was presented to the council. There were no recommendations from the auditor. The audit was approved and adopted by the Council.
Councillors reviewed the budget prior to the next meeting when the precept will be set.
