WHITTINGTON PARISH COUNCIL

Minutes of the Parish Council Meeting
held on 8th May 2007

 

  1. PRESENT: Cllrs. S. Close
    G. Hodgson
    J.E. Lawson
    R. Mackereth
    E. Pelter
    PCSO Annette Hoover

  2. This being the meeting after Parish Council elections, all the Councillors, who had been re elected uncontested, read and signed the Declarations of Office. The Code of Conduct forms were considered but no changes were necessary.

  3. ELECTION OF CHAIR AND VICE CHAIR: Cllr. Eric Pelter was proposed as chair by Cllr. Ruth Mackereth, seconded by Cllr. Ted Lawson.
    Cllr. Stuart Close was proposed Vice Chair by Cllr. Pelter, seconded by Cllr. Gerald Hodgson.

  4. THE MINUTES: of the last meeting were agreed and signed

  5. POLICE REPORT: PCSO Annette Hoover congratulated councillors on their re election. She reported no crime in the parish since March.
    The police are targeting fly tippers in the area. The public is asked to report any such incidents to PCSO Deborah Gwilliam at Carnforth with vehicle registration numbers if possible. Please avoid damaging any tyre tracks etc.
    PCSO Hoover left notices warning about the danger of 'sneak in' burglaries during warmer weather, when doors and windows are left open.
    PCSO Hoover offered to follow up on complaints about parking close to the junction of Church St. and Main St. and to contact highways about the poor state of road edges on the Kirkby Lonsdale road. She will also contact schools to warn of the hazards of speeding on the B6254.

  6. MATTERS ARISING: Whittington is entered in the Lancashire Best Kept village competition; judging takes place in June and July.
    Highways have contacted Cllr. Close about the blocked culvert in Docker but no work done as yet. Highways were aware of the poor state of the road edges between the village and Kirkby Lonsdale. Clerk to contact them again.

  7. CORRESPONDENCE: Various items received: Clerk and the police will follow up on the complaint re parking in Church St.
    Councillors considered the new 'Model Code of Conduct' issued early in May by the government and decided to delay its adoption until the July meeting, after they had had time to read it carefully.

  8. FINANCES: The Clerk presented the Annual Accounts which were agreed by the Council and signed by the Chair.
    Carried over; Current acc. £242.46, Savings Acc. £296.26.
    Receipts since the last meeting; Precept £3000.00, Rental for Quarry, £50.00
    Cheque signed at the meeting, No.314, £293.75 to Allianz Cornhill Insurance plc
    Annual Audit; Clerk presented the audit and councillors checked and adopted sections one and two. The relevant sections were signed by the Chair and clerk.

  9. PLANNING:

    For: Replacement of UPVC windows with timber and installation of solar panels respectively.

    For: Erection of a single storey extension to South East elevation.

  10. OTHER MATTERS:
    Parish Assembly held on 24th April - No parishioner attended so there were no maters raised for the attention of the parish council

    PC Paul Winder attended with PCSO Hoover. PC Winder announced that he would no longer be representing Whittington. He had been assured that a new 'Beat Bobby' would be appointed but in the meantime PCSO Hoover would look after Whittington. Cllrs Pelter, Mackereth and the clerk expressed their appreciation of PC Winder help to the council and the village over his years of office.
