WHITTINGTON PARISH COUNCIL

Minutes of the Parish Council Meeting
held on 4th July 2006

 

  1. PRESENT: Cllr. G. Hodgson

  2. The minutes of the meeting 2nd May (AGM) were approved and signed.

  3. POLICE REPORT: PC Winder reported no crimes in the parish since the last meeting. Councillors expressed their continuing concern about the flooding on B6254 at the Southern entry to the village. All present agreed that this is a traffic hazard on the blind bend. The matter was raised at the Parish assembly and has been reported to Highways by both the Police and Parish Clerk but despite the grids being cleared, flooding still occurs.

  4. MATTERS ARISING: No progress has been made in strengthening the footway by the Church. The clerk will ask two local builders for estimates.
    The Highways department will inspect the retaining wall on B6254 at Low Hall corner and liaise with the owner if they consider repairs are necessary.
    Clerk will contact Mr. T. Lawson abut repairing the notice board at Docker Lane.

  5. CORRESPONDENCE: Various items were noted. Councillors discussed a letter received suggesting that several parishes share SPID. The devices are very expensive (£7100 for one at each end of a village). The clerk was asked to write to Cllr. Airey to ask what funding could be made available to small rural parishes to help them purchase the traffic safety devices.
    Councillors completed a response to Lancashire Council's Communities and Partnership Overview and Scrutiny Committee for their review of the Lancashire Library and Information Service.
    They also completed a response to the Acute Medical Services Review Public Consultation on the proposed options for changes in provision in the Morecambe Bay NHS area.

  6. FINANCES: Current Acc. £1353.34. Bonus Savings Acc. £2264.81
    Cheques paid since the last meeting; Ch. No. 000296 for £1800 to Hanson Quarry Products Europe Ltd. (This was money voted to the refurbishment of the village hall, paid direct rather than via WVH) Ch. No. 000300 for £200 was authorised at the meeting to complete the payment of the sum promised.
    Also authorised at the meeting; Ch. No. 000297 £10. To Anne Pettifor, Local Auditor.
    Ch. No.000298, £250. Clerk's salary; Ch. No. 000299, £22.50 to Cllr Hodgson for expenses for strimmer.

  7. PLANNING:

  8. OTHER MATTERS:
    The clerk reported on a meeting concerning the funding and management of the magazine Wagtail, which carries reports of the council's meetings and to which WPC contributes. New signatories are needed and it was proposed that, as a contributor, the Council should nominate a signatory who would also take part in future decisions concerning Wagtail. Cllrs. propsed that Cllr. Pelter be their representative.
    Clerk was asked to request that the verge be cut by the sight railings near Sellet Mill to facilitate their painting. Highways also to be informed of damage to rails on the bridge on Lune/Holme Lane near Newton and the damage to the tarmac surface on Church St. caused by the burst water main earlier this year.

    The next meeting will be on 5th September.
